The Renewable Bag Council is a coordinated effort by Kraft paper producers and converters to promote paper bags as the preferred choice for use in retail and grocery outlets. The Council engages in policy advocacy efforts to advance state and local legislation that protects consumers from unfair fees or taxes on paper bags. Members of the Renewable Bag Council include ProAmpac, Georgia-Pacific, International Paper Company, KapStone Paper & Packaging, Novolex and WestRock.

Over the last several years, efforts primarily at the state and local levels of government to restrict plastic bags have proliferated. Increasingly, paper bags are being included in these measures. RBC has dedicated the lion share of its resources toward opposing initiatives that attempt to tax or ban our product.
